According to site sponsor BigBadToyStore, the G.I. Joe Rise of Cobra movie toys will be launched before the previously announced launch date of July 11th:

In addition, HISS Tank.com boards member nosaj23 contacted customer service reps at Hasbro this morning and was told that the movie toys are actually set for release any time now. According to what he was told, the reason for this is:

the change is so they can have three months worth of waves on the shelf by the time the movie comes out so if a child sees a character he likes it's available at that time

So will we indeed see toys before July? It's certainly possible, there were several sightings of Transformers Revenge of The Fallen toys reported at our sister site TFW2005, prior to the launch date. In fact, there have been a few sightings of Rise of Cobra toys reported here a few months ago.
